“NYPD Blue” actress Charlotte Ross landed a role in the third season of The CW’s “Arrow,” The Christian Post reports. Ross will play the role of Felicity Smoak’s mother. “Medium” star David Cubitt is also set to join the cast as Mark Shaw.
