The Philippine Department of Transportation and Communications (DOTC) announced it is studying a possible rebidding of the Cavite extension of the Light Rail Transit Line 1 (LRT-1). In a statement, DOTC Secretary Jun Abaya said if that should happen, the bidding would be done under revised terms. "The bids and awards committee is looking at the possibility of extending the bidding process and reevaluating the existing terms to further address the commercial issues raised by the pre-qualified bidders," he said.
The announcement came after only the Light Rail Manila Consortium gave its technical proposal for the project. The MTD-Samsung Group, San Miguel Infrastructure Resources Inc and DMCI Holdings Inc did not submit their proposals, even if they were already pre-qualified to bid. Light Rail Manila Consortium's technical proposal, however, did not comply with the project requirements.
Whether yesterday's auction would be declared a failed bidding would have to be decided by the DOTC committee. Abaya said the committee will give its decision on the matter within a week. It would also decide if they would revise the project terms of the LRT-1 Cavite extension.
