Though no confirmation has been released by the said game studio, Bethesda working on Fallout 4 is certainly not an impossibility. Is Bethesda really working on another Fallout title?
These are the facts. The said Fallout 4 under development rumor really caught wind when Fallout voice actor Erik Todd Dellum, hinted on Twitter that fans would hear more of his voice real soon. Though he didn't specify another Fallout title, fans interpreted it that way.
The speculation of a Fallout 4 development was further solidified when Bethesda games hired programmers for an upcoming, untitled game set for new gen consoles. The job offer was posted in 2012 and as calculated by rumormongers and game critics alike, from 2012 a good 4-year development can set a new game release by 2016. IGN fueled this speculation with their Fallout 4 rumor page that went online in 2014.
Though just speculations generated from small bits of information with uncertain validity, many are quick to jump into the news to publicly announce an upcoming game, which hasn't been confirmed by the game's developer.

No E3 plans were publicly released by Bethesda as their lips are sealed shut on what they will do on the event.
