Inferring from Game Director Roland Lesterlin's interview statements, it seems that mod support should not be expected from Just Cause 3.
Modding may probably be the best feature a game could have in making it interesting to fans and gamers alike, as Christian Post believes. Having that said, there are worries circulating within the gaming community that Square Enix's Just Cause 3 may offer no mod support as of the moment. Lesterlin clarified the issue during an interview on which he stated: "We have nothing to announce on that front for JC3. Instead, we're focused on making our in-game upgrade system reflect the ethos of mods. Those should enable players to have a huge amount of creativity."
It has been quite a disappointment to fans, for they have hinted modding for Just Cause 3 in the 2015 Electronic Entertainment Expo (E3). It was overheard in E3 that Square Enix may have been providing mod support for PS4 and Xbox One for Just Cause 3. Such was also inferred when Lesterlin stated that for a while, they have been working on a lot of stuff and that their utmost goal is to support mods. However, it may not be the end for fans. Segment Next opines that Square Enix has no choice but to hold back the mods to catch up to its December 1 release.
However, fans should not lose hope over Just Cause 3's mods. Furthermore, general speculation says that Lesterlin's statements were not concrete. What he expressed is that mods are just not a priority. Nevertheless, What Culture reports that an upgrade system is one of the features of the upcoming Just Cause 3. It is also said that the upgrades was inspired by the Just Cause 2 mod. These features include the ability to tether several items at once and propulsion jets on C4 explosives.
With the availability of a mod support being clouded, Square Enix shall still release Just Cause 3 on December 1, 2015.
