Philippine regulator declares failed bidding for LRT 1 extension project

A Philippine regulator declared the August 15 bidding for the Light Rail Transit Line 1 Cavite extension project failed. The joint bids and awards committee of the Department of Transportation and Communications (DOTC) already issued a resolution in this regard. DOTC Undersecretary Jose Perpetuo Lotilla said that a rebidding would most likely happen in the fourth quarter this year.

It can be recalled that only the Light Rail Manila Consortium led by Metro Pacific gave its technical proposal for the extension project. The DOTC, however, declared it to be non-compliant. The other pre-qualified bidders did not submit their proposals over concerns about the terms of the project.

Lotilla said that the DOTC is willing to amend the terms. However, he said that any alterations would have to be approved by the National Economic and Development Authority (NEDA) before any rebidding could take place.

Slated to be the biggest public-private partnership (PPP), the extension project was estimated to cost PHP 60 billion. The Philippine government would shoulder the PHP 30 billion to purchase 39 new light rail vehicles. The remaining PHP 30 billion for the civil works would be handled by the private partner.
