The iPhone 6s will have the iOS 9 on board, Apple's upcoming OS that is rumored to be launched on June but will not be made available to general public until September.
That gives Apple the time to release a public iOS 9 beta on summer prior to final release on fall, revealed by 9to5Mac. A maximum of 100, 000 applicants will be given access for initial testing of the upcoming iOS 9. The drill, according to 9to5Mac, will be similar to the successful 2014 launching of the OS X Public Beta program that also happens to be the motivation for this move.
If Apple will stick to this beta testing timeline, the iOS 9 will indeed be released together with the iPhone 6s on September. However this should not be taken that both will make an appearance at the WWDC event because that's not going to happen, GottabeMobile speculates.
Meanwhile, Apple is introducing public betas of its latest iOS versions starting this March. According to 9to5Mac, the iOS 8.3 will "tie in with iOS 8.3's third beta release for developers." This shows that Apple is not pushing the very first beta straight to the public. These beta testing will also assure users that the new iOS versions are widely tested first before official launches.
This introduction of public betas is a risky move for Apple, says a Forbes tech columnist, but one that can provide better rewards. As such, it can be considered as one big step in the right direction.

The iPhone 6S is rumored to rely on Samsung for the memory of the device. Touch ID sensor is also said to be upgraded to minimize scanning errors and provide better Apple Pay experience. In a survey conducted by 9to5Mac, majority of the participants hopes to see the upcoming iPhones with better battery life, followed by those who preferred bigger device size to accommodate a larger battery.
