"House of Cards" viewers already know that Frank and Claire's marriage is on the rocks at the end of season 3 and he's going to have to deal with it in Season 4. As for the "other woman," news has been out that Neve Campbell will be joining the cast as a new series regular next season. Her role is said to be a rival to Frank who might potentially be a big threat in the coming elections.
According to ChristianToday, Campbell's character is being shaped to be a great threat to Frank. In fact, her characteristics are believed to be even worse than the shrewdness of Kevin Spacey's character. Reports say that she is also vying for prominence; and in order to go higher, she might even use the Underwoods' popularity, and possibly go beyond their status. It is also being speculated that she will be challenging Frank directly by running for president in Season 4.
With the real-life election in the US happening almost parallel to the season's airing, it is also reported that Campbell's character might somehow be patterned after Hilary Clinton, who is also running for president this 2016.
As for Frank and Claire's marriage, PopSugar reports an interview of "House of Cards" creator Beau Willimon saying: "A lot of the strength of the show is based on the strength of that marriage. But as soon as we began to explore that, we realized there was no turning back... We also realized we'd laid the groundwork in the previous two seasons for this conflict between Francis and Claire, and the more we began exploring it, the more inevitable it became. And the more exciting it was for us to travel that emotional terrain." The report adds that Claire walking out on Frank in the Season 3 finale will definitely resonate in Season 4.
Meanwhile, RealtyToday notes that viewers will be seeing Claire's character in a whole new way in the coming season. As Season 3 centred on the struggles of the first couple and how they remained strong amidst the challenges of dirty politics, Season 4 will be going back to the subject of "politics" per se.
