This week's episode of "NCIS: New Orleans" entitled 'Insane in the Membrane' follows the NCIS team participating in the annual 'Red Dress Run.' Though, the event did not end well and was cut short when a Navy petty officer, Kelsey Weaver, was found dead due to a drug overdose.
Firstly, the 'Red Dress Run' is a charitable event that happens annually in New Orleans. Everyone will be literally wearing a red dress (men included) for a fun run. This year, the NCIS team was excited to participate, but turns out, the event leads to a murder investigation.
TVFanatic recalls that the NCIS team found out that the Navy petty officer died after an overdose of a dangerous new drug called, 'flakka.' The drug dealer of the flakka was traced with the help of Weaver's shipmate which turned out to be from a local gang called, the 1-1-3s. However, the dealer was killed before they could do the interrogation.
Fortunately, the team was able to collect DNA evidence from the corpse of the drug dealer which led them to a killer identified as "The Ghost." This notorious killer was linked to dangerous Chinese crime syndicates known as the Triads. The team suspects that the Triads have expanded their network to these local gangs in order to distribute flakka to the local market.
"The Ghost" was identified as Roger Liu, who is a Chinese businessman. The NCIS team gets another important clue in which Councilman Douglas Hamilton happens to be in contact with Liu. He says that he was planning to get donations from Liu as he was known to be a wealthy businessman.
The team was able to track down Liu with the help of a known drug dealer named Kendrick. They found out that Liu was given financial support by no other than Hamilton's mayoral opponent, Mr. Singh. Singh's main goal was to instigate a drug wave in New Orleans in order to spoil Hamilton's chances in the mayoral race.
